Residential Tax Incentive Bylaw

  • Encourages residential development and revitalization to expand housing options and grow the property tax base.
  • Provides municipal tax exemptions for new developments or renovations to existing properties that increase their assessed value.
  • Duration: The program runs from January 1, 2025, to December 31, 2032.
  • Exemptions:
    • Years 1-3: 100% exemption on municipal property tax increases due to new or renovated developments.
    • Year 4: 75% exemption.
    • Year 5: 50% exemption.
  • Applies only to the municipal portion of property taxes, excluding requisitioned taxes like education levies.

 

  • Applicants must submit a complete application along with a $100 fee by October 1 of the year prior to the exemption period.
  • Documentation required includes building permits, tax assessment notices, and proof of ownership
  • An exemption agreement must be signed between the property owner and the Town.
  • Non-compliance or cancellation of the agreement may result in repayment of any received exemptions.

New Housing Incentive Grant

  • Encourages the development of new single-family residential housing on vacant lots within Bonnyville.
  • Supports homeowners and developers to grow the property tax base and address housing needs.

 

  • Homeowners Building for Personal Use: Total grant of $25,000, paid in stages:
    • $5,000 upon completion of the foundation.
    • $7,500 upon completion of framing.
    • $12,500 upon issuance of the occupancy permit.
  • Developers Building for Sale: Total grant of $25,000, paid in a single installment upon foundation completion.
  • Eligible Properties: Vacant lots zoned as R1, R2, A2A, and R2B in the Town of Bonnyville.
  • Applicants must:
    • Be the registered owner of the property.
    • Have no outstanding debts, taxes, or legal disputes with the Town.
    • Obtain all required Municipal, Provincial, and Federal approvals.
  • The program is available until December 31, 2025, or until the $500,000 fund cap is reached.
  • Each eligible property can receive the grant only once.
  • Applicants must submit a complete application along with a $100 application fee.
  • Applications are processed on a first-come, first-served basis.
  • The Town may request additional documents or information as needed.
  • Grant recipients must submit a final report within three months of receiving the occupancy permit, including a project summary and photos.
  • Failure to comply with reporting requirements may result in suspension from future applications.
